
Stuart M. Butler
Stuart Butler, PhD, currently serves as a Senior Fellow in Economic Studies at the Brookings Institution. Before joining Brookings, Stuart spent 35 years at The Heritage Foundation, as Director of the Center for Policy Innovation and earlier as Vice-President for Domestic and Economic Policy Studies. He is a member of Editorial Board of the journal, Health Affairs. Stuart has served on the Congressional Budget Office’s Panel of Health Advisors and is a member of the Advisory Group for the National Academy of Medicine’s Culture of Health Program. Most recently, he has been focusing on the intersection between health, education, housing, and other services. Stuart earned an MA in Economics and History and a Ph.D. in American Economic History from the University of St Andrews in Scotland. He was elected to the Mary’s Center’s Board of Directors in December 2016 and was appointed Board Chair in April 2018.
